The output is guaranteed not to exceed the target and is usually within 5–10% of it. Exact byte-for-byte sizes are not possible with lossy formats, and an image already smaller than the target is left unchanged.
First the quality is lowered, and if that is not enough the image dimensions are reduced automatically until the file fits. PNG files that cannot fit as lossless PNG are saved as WebP.
